The story portrays the city and its financial situation in a positive light

“What a difference a year makes in Colorado Springs,” the story states.

Indeed.

Only a year ago, Colorado Springs was being portrayed as the city of doom and gloom under the leadership of former City Manager Penelope Culbreth-Graft, who allegedly ordered former city spokeswoman Sue Skiffington-Blumberg to throw Colorado Springs under the bus with the national news media.
