
When Colorado Springs voters approved a switch to a strong-mayor form of government, a $96,000-a-year salary for the mayor was part of the package.
Now, it’s time that City Council members were paid $96,000, too, said City Councilman Tim Leigh, who was elected in April.
“Frankly, I think that the salary should be more than that,” he said.
“Look at it this way,” he said. “You have nine well-intended, part-time people trying to run a multiple billion dollar enterprise (that includes oversight of Colorado Springs Utilities and Memorial Health System). That is silly on its face and should be insulting to the citizens of Colorado Springs.”
Council members are currently paid $6,250 a year.
Under Leigh’s proposal, the total cost to taxpayers would be $864,000.
Leigh, who was elected to a two-year term, said he plans to bring a proposal to increase council members’ pay in front of council before his term is up.
“This is not like some hidden, quiet, behind-the-scenes conversation,” he said. “It is something that people talk about all the time, yet we have not had the gravitas to bring it up and get right out in front of everybody currently.”
Councilman Merv Bennett said he would not advocate a pay increase.
“I’m doing this because I want to serve the community, and I knew what I was getting into from the beginning,” Bennett said. “Now, having said that, if personally I was not involved, I would be supportive of that.”
Bennett, who puts in up to 45 hours a week as a councilman, said a salary increase for council members would be a “positive thing” for the future. But he said he would prefer that the public — not council — push the idea.
“I think the pay for council is something that it’s important for our future. It’s not what I’m focused on right now,” he said. “I think we’ve got other issues that we need to address, like the economy and jobs and Memorial (Health System), the things like that.”
Councilwoman Brandy Williams said council members “definitely” need to be paid more than $6,250 a year.
“I don’t know that $96,000 is where I would start at,” she said. “But I think for a city of 416,000, that we really need to look at what we are paying our representatives.”
In Denver, the council president is paid $87,539 annually and council members are paid $78,173.
Pueblo pays its council president $10,800 a year and its council members $8,400 a year.
Leigh said he wants to “engage the citizens in this conversation” and encouraged them to contact their council members to express their opinions about a proposed salary increase.
“Here’s where I get beat up: I get beat up because people don’t think I care about what people say. That’s totally wrong,” said Leigh, who was criticized for saying that a public hearing in October on the mayor’s proposed 2012 budget was a waste of time.
Leigh said his proposal could trigger accusations that he is trying to “feather his bed,” which he said isn’t true. Still, he said he would accept more pay while in office.
“I would not be against accepting pay if the citizens voted for that,” he said. “In other words, I wouldn’t say that it had to be something that would start six years from now.”
With the contempt city council has for the people of Colorado Springs, they should get nothing.
Deserve? How in heavens name do they think they deserve that kind of remittance? If you were paid for performance you would owe the city!
Mr. Leigh reminds me of our secretary of state, Scott Gessler. He knew what the job paid but now that he has been elected, he wants a huge pay raise. Unlike Mr. Gessler, Mr. Leigh’s position is just part time.
In the short time since the voters of Colorado Springs elected a strong mayor, government is getting more and more expensive.
What about a “pay for performance” clause that could be added to the current salary with expectations and clearly defined measurements of success. $96.000? Dream on . . .
Leigh, if you don’t like it quit. People are struggling and you and your cronies are going to give yet another blanket utilities rate hike. It’s not 12% every year it’s 12% on top of the previous 12%’s. And to do even more damage you’re approving electric and gas hikes too. And you want more money? Get real.

Name Your Price; sounds like a game show. The reason the current salary for the job you asked for is so low is that complacency breeds contempt. Kind of like being at a buffet, after you “got” your fill why go back for seconds?

Part time employees do NOT deserve full time pay. Perhaps if they are running a mulli billion dollar enterprise they should be working full time + hours with no outside job.

Mr. Leigh, should we put it to a vote or are the comments here enough for you? There are a few of you on council that are building up quite a track record. To think that you actually have the walnuts to suggest that 96k isn’t enough so I figure you are talking 6 figures. I don’t know what you all do every minute of the day, but I find it hard to believe that you work 45 hours a week on city business. That means you are putting in 9 hour days for the city (5 day week). Most successful business people I know put in 10 – 12 hour days (or more) in their own business. Now, either you aren’t dedicating the time you should be to your own business, or maybe your business really isn’t that successful (but I think it is) or you are stretching the truth just a little bit here Mr. Leigh. I would imagine that a busy week of city business for the council members is probably 20-24 hours. No, Ms Czelatdko, trying to score concert tickets for the council is not official business.

Politicians are very interesting people. They actually think they should be paid more than the salary of the average citizen they represent. I don’t object to fair pay…which means the same salary as the average voter who put them in office. Anything above that falls into the category of “service” in my view. BTW, that would include ANY elected official…including the mayor.

I have no problem with $59K a year without any benefits. Benefits should be paid by you Tim! This guy wants “WHAT”? Why don’t the current mayor and city council do something more constructive, terminate the over-rated managers in city government and bring back all the laid off city employees from the past three years into their current positions. The layoff’s came from past mayor/council actions in keeping the Olympics “logo” in the Springs. Look who suffered, a lot of good workers, who are having difficulty in making ends meet, moving to other states for employment. By all means if this so-called councilman wants a raise/lift, I wear a size 12 boot.

Every time Mr. Leigh opens his mouth lately he seems to put his foot in it. He obviously thinks he deserves $96,000 a year for his elected position. Maybe he is not as valuable as he thinks he is. I believe that this city council needs to show that they deserve that kind of money before I will vote for it. They can start by working with the Mayor to put strong drilling regulations in place for Banning-Lewis. Showing that they are willing to protect our air, water, and air, in spite of pressure to the contrary from Ultra Resources would show voters who they represent.

I’m not opposed to paying the council a full-time salary if it is a full-time job for them. However, these people have other jobs/careers. Quit your other job to get paid to do this one.

I came here over 40 years ago on a vacation, I was in awe of the beauty and the wonderful people, I though what a wonderful place to retire well it took me 40 years to get here I came here to live in 2010, I will be gone by 2012. I left Chicago because of the crime, corruption and utter disregard by our elected officials toward its people. While the people here are wonderful, I feel like I am still living in CHicago, I am amazed at the stupidity of our CITY COUNCIL and our NEW STRONG MAYOR. Why would BACH be worried about a new slogan??? Evidently he has a blind eye to everything else going on around him. He has no control or doesn’t he choses what to control. The CSU is like running rampant raising rates, and BACH says nothing. YOu got a CITY COUNCIL that thinks it DESERVES a huge fat increase in their pay, you have arrogance in the POLICE DEPARTMENT, while my stay here was nice, I can;t wait to get the H&LL out of here.

When he ran for public office he knew what the compensation would be if he was elected. Now that he is elected, just like our illustrious members of Congress, he wants a raise? When was the last year the City Employees actually executing the work received a pay increase? How many times in the last 15 years has Congress voted themselves a pay raise when Federal Employees, most notably the Military, did not receive one? Is Tim Leigh an elected official for the people, or has he realized after sitting on Council for a few months that he underestimated what it takes to be a representative of the citizens in a community where funds are limited? I guess it turns out not to be as easy as he assumed it would be and he now wants to renegotiate his obligation to the tune of 15 times his current salary? WOW! Talk about hypocrisy.

You knew what you were getting into when you ran for city council. You knew this job was a low paying public service job. I understand that the pay is really low, but you knew that going into your city council position. It just sounds like your head and heart are incongruent. “Serve “my” city to make it better, but I “deserve” more money. The timing to ask for a huge raise with our economy is just awful and makes you come across as “entitled”. If the city council does increase the pay for the city council members it will make the voters think what was their motivation? A great paying part time job. Instead of an attitude of what can I do for my city to make it better. Wish you well and hope you get the raise you deserve.
For those interested readers who like to research try this. The monthly newspaper “The Constitutionalist Today” dated December 2010. On page 24 there is an article” Kitchen Table Politics”, “Thrown Under the Political Bus”, that tells the truth about our City government, past city/assistant city managers, and City Engineering/Roadway team management. Note: This newspaper does not exist anymore due to economic reasons in Colorado Springs.

After forcing that a $100K ‘strong’ mayor is better than paying $200K for a professional city manager the City should have expected the council to push next. What is tax write off for Council member for all the expenses of being a volunteer?
Inviting a conversion is the new way of saying form a ‘non profit’, name it ‘Citizens for ….xyz’ , fund the propaganda and PUSH a ballot issue under the guise of caring for citizens. Who else is overly funded, pushing a ballot issue, just a conversation to Colorado legalize responsibly, funded by millions to push for changes that do not benefit Colorado or The Springs.
